Executive Abstract
Every institution that runs a SIEM depends on a small group of specialists to monitor it, manage it, and operate it — people who are, by nature, expensive, scarce, and hard to keep, and whose judgment leaves with them when they do. The radar layer is mature and continuously strengthened by a global industry; the crew behind it is not. That asymmetry, not any gap in detection technology, is where most institutional defenses quietly fail.
